Women and Children, supplementing the
UN Convention against Transnational
Organized Crime, 2000
Commentary: The Protocol (UN Doc A/55/383 (2000), entry into force 2003)
seeks to prevent and combat trafficking, protect and assist victims and promote
international cooperation. See further, UNGA Resolution 55/25 (2000). In addition
to the provisions extracted below, Article 7 contemplates adopting measures
permitting victims of trafficking to temporarily or permanently remain within State
territory. Article 8 envisages repatriating victims of trafficking to their States of
nationality without undue or unreasonable delay and where personal safety permits.
The UN Global Programme against Trafficking in Human Beings (GPAT) is admin-
istered by the UN Office on Drugs and Crime (UNODC) and engages in data
collection, assessment and technical cooperation: www.unodc.org/unodc/en/

I. General Provisions
Article 2: Statement of Purpose
The purposes of this Protocol are:
(a) To prevent and combat trafficking in persons, paying particular attention to women and
children;
(b) To protect and assist the victims of such trafficking, with full respect for their human
rights; and
(c) To promote cooperation among States Parties in order to meet those objectives.
Article 3: Use of Terms
For the purposes of this Protocol:
(a) `Trafficking in persons' shall mean the recruitment, transportation, transfer, harbouring
or receipt of persons, by means of the threat or use of force or other forms of coercion,
of abduction, of fraud, of deception, of the ...
