Daniel A. Farber is the Sho Sato Professor of Law and Chair of the Energy and Resources
Group at the University of California, Berkeley. He holds B.A., M.A., and J.D. degrees
from the University of Illinois.
Anne Joseph O'Connell is an Assistant Professor at the University of California,
Berkeley, School of Law. She has a J.D. from Yale Law School and a Ph.D. in Political
Economy and Government from Harvard University.
Contributors
Daniel Carpenter is Allie S. Freed Professor of Government and Director of the Center for
American Political Studies in the Faculty of Arts and Sciences at Harvard University. He
received his undergraduate degree in Honors Government from Georgetown University
and his Ph.D. in political science from the University of Chicago. His research combines
primary-source historical inquiry, mathematical modeling and statistical analysis to
analyze American political development and bureaucratic and regulatory politics.
Steven Croley is a Professor of Law at the University of Michigan Law School. His
research areas include administrative law, legal procedure, and regulation. He earned his
J.D. from Yale Law School and Ph.D. in Politics from Princeton University.
Elizabeth Garrett is the Frances R. and John J. Duggan Professor of Law, Political
Science and Public Policy at the University of Southern California. She is co-Director
of the USC-Caltech Center for the Study of Law and Politics, and she is active in the
