Acknowledgements
Many people have made this publication possible. I need to thank imme-
diately the School of Law, University of Birmingham, and the Institute
of European Law for having supported in many ways the organization of
the research workshop of March 2008 and the conference of May 2008 on
which this book is based. The research assistance of Paul Mora has been
invaluable in the final steps towards the conclusion of the manuscript. The
kind and efficient people at Edward Elgar must also be mentioned and
particularly Rudolph Peritz and Steven Anderman, editors of the series,
that have trusted in this project from its beginning. Finally, a special
thought goes to Ian Forrester and Colin Jackson, who were involved in the
EC case on opposite sides, for their kind, honest and illuminating advice
at various stages of the project. This book is dedicated to my wife Barbara
for her support but mostly for tolerating the intruding presence of this
project in our early family life.
