This volume is the outgrowth of a conference on comparative administrative law organ-
ized by the editors and held at Yale Law School in May 2009 with the generous support
of the Oscar M. Ruebhausen Fund. We are extremely grateful for the support of the
Yale Law School and the Ruebhausen Fund for supporting both the conference and the
publication of this volume.
It would have been impossible for us to publish a collective volume of this magnitude
and ambition without the extensive assistance of others. We are especially grateful to
Athanasios Psygkas for research help and other assistance, as well as to Cathy Orcutt for
managing the logistics of both the conference and the edited volume with her usual com-
petence and aplomb. We also want to thank the authors of the chapters for keeping to
our deadlines, responding to our comments, and providing us with a collection of diverse
