27. Public and private enforcement of
competition law

27.1 INTRODUCTION

I first met Jacques back in 1986 when I was a student at the College of
Europe (Bruges, Belgium) and he was my professor. Never in my wildest
dreams could I have imagined then that one day I would be contributing to
Jacques' liber amicorum! More recently, I have had the personal and
professional pleasure of interacting with Jacques as members of the Execu-
tive Committee of the Global Competition Law Centre. As a newcomer to
this group it is a privilege to be guided and inspired by Jacques' observa-
tions and remarks. In between these two dates, I have come across Jacques
at conferences (on both sides of the Atlantic), at academic events, as a
Commission official, as a practitioner, etc. I have also had the pleasure of
meeting members of his family (all eminent lawyers), notably Hendrik, who
is also a contributor to this well-merited book.
I will not dwell on the high caliber of Jacques as an academic and
practitioner. Others have already done so much better than I could aspire
to. However, I want to highlight one of Jacques' unique features, in which
he truly excels: he is the best `cultural interface' I have ever met and an
unrivalled linguist; a `true European' as Salvador de Madariaga would put
it.
