Contributors
Alessandra Arcuri is Associate Professor of Law and Economics and of
International Economic Law at the Erasmus School of Law (ESL). Dr. Arcuri
holds a law degree (cum laude) from La Sapienza University, Rome, an LL.M.
(with honours) from Utrecht University and a Ph.D. from the Erasmus School
of Law. She has held visiting positions at the European University Institute
(EUI), (Jean Monnet Fellow, 201112), at NYU Law School (Hauser Fellow,
20034) and at Hamburg University (Marie Curie Fellow, 2001). Dr. Arcuri
has taught courses in several universities in the world, including Luiss Guido
Carli University in Rome, Lund University, African Universities in Lomé, the
University of Siena and the EUI. She has published extensively in the fields of
risk law, international economic law and law and economics.
David Black is a Principal Consultant at Plum Consulting. He is an economist
specialising in the regulation of communications and utility sectors. He has
advised businesses, regulators and government departments on a broad range
of issues, including access and wholesale regulation, costbenefit analysis and
vertical separation. Prior to consultancy, Mr. Black was an economist at Oftel
and a senior economist at the New Zealand Commerce Commission and
Treasury.
Katalin J. Cseres is Associate Professor of Law at the European Law
Department of the University of Amsterdam and a Research Fellow, both at
the Amsterdam Centre for Law and Economics (ACLE) and at the Amsterdam
