11. Economic integration and
competition law in developing
countries

1. INTRODUCTION
Developing countries may have a variety of reasons for introducing compet-
ition law in the framework of regional integration systems. Sometimes
regional competition law simply comes as part of a more comprehensive
package on economic integration. In this regard, the very successful Euro-
pean competition law model seems to work as the most convincing argument
for agreeing on a regional competition policy. Hence, developing countries
seem to `cut and paste' the European integration model by liberalizing trade
within the region and protecting such trade against cross-border restraints of
competition. The EU itself tends actively to export its model, such as in the
framework of the recent Economic Partnership Agreement with the CARI-
FORUM States (EU-CARIFORUM EPA).1 This agreement obliges the
Caribbean states to have a CARICOM Competition Commission,2 which
was consequently established in Paramaribo, the capital city of Suriname.3
