This project is a collective effort in which many contributed to the final
product. The chapters were originally presented at a conference hosted by
the University of Hong Kong in December 2011. Generous financial and
in-kind support was provided by the Beijing Center of the University of
Chicago, the University of Hong Kong, the University of Chicago Law
School, and its Russell Baker Scholars Fund. Our thanks to Deans
Johannes Chan and Michael Schill, and to Professor Dali Yang. Special
thanks to Dr. Christopher and Mrs. Chermy Lai, who hosted our group
with exceptional generosity and grace. Flora Leung and Claudia Lai
provided essential support, and Kayla Ginsburg, Natalia Ginsburg, Emily
Heasley, and Jeyshree Ramachandran provided superb research assistance
in preparing the manuscript. We would also like to thank our respondents
at the conference who contributed their country expertise to round out the
chapters: Wen-chen Chang, Diane Desierto, Bjoern Dressel, John
Gillespie, Teilee Kuong, HP Lee, Tokujin Matsudaira, Fritz Siregar, Kai
Tu, and Po-Jen Yap. Others from the University of Hong Kong com-
munity were also generous with their expertise.
Chapter 2 draws on material from Justin Blount, Tom Ginsburg and
Zachary Elkins, "Citizen as Founder: Public Participation in Constitu-
tional Approval", 81 Temple U.L. Rev. 36182 (2008). Chapter 3 draws
from Tom Ginsburg, "Constitutional Courts in East Asia: Understanding
Variation", Journal of Comparative Law 3(2): 80100 (2008). Thanks to
the respective journals for permission to use the material.
