Abstract/Description:

In 2011, the Price Supervision and Anti-monopoly Enforcement Bureau of the National Development and Reform Commission (NDRC) initiated an investigation into China Telecom and China Unicom under the Anti-monopoly Law (AML). The issue in the NDRC's investigation was whether the two companies had abused their dominant position for broadband access and interconnection in order to prevent other internet service providers (ISPs) from entering the relevant market, and thus violated the AML. In early April 2012, when Wen Jiabao, Premier of the State Council, investigated and researched local economic operations in such regions as Guangxi and Fujian, he pointed out that private capital entry into the financial field could break through monopoly, and some successful experiences that were tried in Wenzhou needed to be spread to the whole country.
