Abstract/Description:

The development, exchange and deployment of best practice environmental regulation lies at the centre of environmental networks and is a core mission area for most, if not all Environment(al) Protection Agencies (EPAs). Environmental regulation and enforcement today deploys an extensive toolkit in pursuit of an effective protective craft. The toolkit and craftsmanship required to use it relate to the ‘tools of government’. In practical terms, this is about effective and skilful training and experience in assessing environmental problems, ensuring the scientific assessments underpinning regulation are sound, managing the harm potentially arising from environmental pressures, licensing the facility or operator or operation appropriately to limit releases to atmosphere, waters, land and waste or recovery facilities, and managing compliance and regulatory relationships thereafter in an effective and efficient manner.
