Abstract/Description:

Environmental inspections are not an end in themselves but an indispensable means of ensuring compliance with environmental rules. Two other activities serve the same aim: compliance promotion, which involves helping duty-holders to comply, and enforcement, which involves holding non-compliant duty-holders to account. Collectively, these three activities make up ‘compliance assurance’. In practice, they are often interconnected, forming a ‘compliance assurance chain’ that links the work of professionals such as inspectors, prosecutors and judges. This paper looks at the evolving approach to environmental inspections within the European Union (‘Union’) as well as the role of networks of professionals (‘compliance assurance networks’) across the compliance assurance chain.
