Abstract/Description:

Petroleum production has been, and still is, a large part of the Russian economy and society. In 2013 Russia became the top oil producer [in the world], producing 523.2 million tonnes of oil. This chapter takes a look back at petroleum development in Russia, giving a summary of the history and an overview of the petroleum activities from Tsarist Russia, through the Soviet Union era, to today’s Russia. It continues with an outline of the legal framework for offshore petroleum activities in Russia and the historical development, reform, and current petroleum laws. In section 5 we examine the subsoil user’s requirement to obtain a license, a product sharing agreement, or a service agreement to conduct oil and gas activities in Russia and the conditions for granting such a license. The chapter continues to look at assessment of petroleum field development and the strong government involvement in the petroleum sector. The environment and safety aspects of the industry are important parts of oil and gas operations, and are discussed in the final part of this chapter. Petroleum activities in Russia extend back over several decades. The petroleum industry has always been very closely connected to the country’s economic and political life. Scientific and technological advances played an important role in the development of the industry, as it did in other countries. Over a period of many centuries, signs of oil have been registered on the Apsheron peninsula in the Caspian Sea.
