S. Jayakumar was Singapore's former Deputy Prime Minister and
Senior Minister. Professor Jayakumar has held various portfolios such as
Minister for Home Affairs, Minister for Foreign Affairs, Minister for
Labour, and the longest Ministership as Minister for Law, some 26 years.
He served as Singapore's Permanent Representative to the United
Nations, was the High Commissioner to Canada from 19711974 and
was a member of Singapore's delegation to the Third Law of the Sea
Convention. In addition, he oversaw the Pedra Branca case before the
International Court of Justice as well as the Land Reclamation case
before the International Tribunal for the Law of the Sea. Professor
Jayakumar is the author of several books, the most recent being Pedra
Branca The Road to the World Court and Diplomacy A Singapore
Experience, and has written more than 30 articles on topics of constitu-
tional law, international law and legal education. He served as Dean of
the National University of Singapore (NUS) Faculty of Law. He now
serves as the Chairman of the Law Faculty's Advisory Council and
Chairman of the International Advisory Panel of the Centre for Inter-
national Law (CIL). Professor Jayakumar is also the Co-Chairman of the
International Advisory Panel on Transboundary Pollution appointed by
the Government of Singapore in 2014.
Tommy Koh is Ambassador-At-Large at the Singapore Ministry of
Foreign Affairs, Chairman of CIL and Rector of Tembusu College at
