Abstract/Description:
It is well known that the Lisbon Treaty introduced the European Citizens’ Initiative as a new right for European Union citizens. If supported by at least 1 million citizens, an initiative can invite ‘the European Commission, within the framework of its powers, to submit any appropriate proposal on matters where citizens consider that a legal act of the Union is required for the purpose of implementing the Treaties’. The objective of this chapter is to analyse to what extent the European Citizens’ Initiative fosters participatory democracy in the European space and promotes the emergence of a digital European democracy, thanks particularly to the internet.
