Abstract/Description:
European Union policy on control of weapons of mass destruction seeks to reinforce the multilateral international agreements which regulate manufacture and trade in nuclear, chemical and biological weapons. For this objective it uses all relevant methods authorized under the Common Foreign and Security Policy and concentrates on states of significant concern where the EU may have leverage. There have been high-profile successes in Libya and Iran, failures in North Korea and Syria, and little impact in India, Pakistan and Israel. Lower-profile successes include increased participation in international arms control agreements, more effective control of manufacture and exports, and better safeguards to ensure peaceful use of nuclear, chemical and biological materials and components. There has been – with the exception of North Korea – almost total success in banning the testing of nuclear weapons. EU policy is effectively integrated with other aspects of foreign policy and, given the practical constraints, broadly constructive.
