Foreword This publication is the result of several years of hard work to better understand how evictions and repossessions lead to housing exclusion and homelessness. It examines the extent to which evictions can be considered a violation of the right to housing and related human rights. This publication was made possible by the desire and perseverance of Professor Padraic Kenna to make the high, and indeed, often rising, rates of evictions, an issue of urgent concern for policy makers and civil society organizations in Europe. I am convinced it will reach a large audience and hopefully will incite stakeholders to take action. The support of the European Commission has also been crucial to the research on which the chapters in this publication are based, following the EU-wide study on the evictions in the context of the right to housing, published in 2016. The book makes it clear that evictions and repossessions are not only a problem in countries that experienced housing booms and busts, such as Spain and Ireland. The issue concerns all EU Member States, and is more widely related to the housing affordability crisis in Europe. Housing is becoming increasingly unaffordable, especially in large urban areas, and the divide between rich and poor is growing for most, if not all, of the common housing exclusion indicators. This publication shows that tackling the high eviction rates is not only a human rights obligation, but also makes good economic sense.
