Abstract/Description:
The 2014 European Union procurement directives require EU member states to take appropriate measures to ensure that their contractors and suppliers comply with obligations under the International Labour Organization core conventions. This chapter considers whether this requirement gives a remedy to workers in European public supply chains where ILO core labour standards are not observed, whether in Europe or other parts of the world. The focus is on Ireland, where the law transposing the procurement directives specifically requires government contractors and suppliers to comply with these obligations. The chapter explores some of the legal issues that might arise in civil proceedings against purchasers or suppliers for violation of ILO core labour standards in their supply chains. It also considers implications for other EU member states.
