Abstract/Description:

Disarmament, demobilization and reintegration (DDR) activities are crucial components of both the initial stabilization of war-torn societies and their long-term development. This chapter concerns the approaches taken towards children associated with Boko Haram in the Lake Chad Basin. It argues that, first, measures of disengagement and disassociation are replacing disarmament and demobilization, and, second, that reconciliation is an additional element that needs to be factored into programming in the region. The chapter identifies as a broader trend a move from traditional DDR at the end of an armed conflict on the basis of a peace treaty, towards the adoption of measures during ongoing armed conflict. On this basis, and with counterterrorism operations ongoing in the Lake Chad region, the chapter concludes that a thorough revision of both the United Nations Standards for DDR and the Paris Principles should be undertaken as a matter of priority.
