Abstract/Description:
Slovenia has a bicameral system with a weak upper chamber. The National Council of the Republic of Slovenia has inadequate constitutional regulation, which has been partly overcome by the Constitutional Court’s case law over the last 25 years. There has been a discussion about more or less successful prospective constitutional and legislative reforms of the National Council and also some ideas and one formal proposal about its abolishment. In recent years, great efforts have been made to change the law regulating the procedure to amend bills after the veto of the National Council has been opposed.
