Acknowledgments
This book would not have been possible without the tireless efforts of the
staff of the U.S. Copyright Office and the House Judiciary Committee who
spearheaded the effort to undertake the most comprehensive examination of
U.S. copyright law in more than four decades. Particular thanks to former
Register of Copyrights, Maria Pallante, for her landmark lecture, The Next
Great Copyright Act, and her team at the Copyright Office (of which I had the
privilege of briefly being a member) for further developing many of the ideas
it conveyed through the Office's various studies and reports on key issues
confronting the copyright system. Thanks also to the current Register, Karyn
Temple, and her senior team, who continue to advance many of the ideas
developed during the copyright review process.
Thank you as well to the hundreds of stakeholders who submitted written
materials or testified, either before Congress or in the Copyright Office's
various proceedings, during the course of the review. The thorough record
developed by Congress and the Copyright Office to which you all contributed
served as the principal source for this book.
I also owe a debt of gratitude to those who reviewed the manuscript, or
portions thereof, throughout the writing process, including Zehra Betul
Ayranci, Jacqueline Charlesworth, Elizabeth Townsend Gard, Terry Hart,
