Abstract/Description:
This chapter provides commentary on the Optional Protocol to the CRC on the Involvement of Children in Armed Conflict (OPAC). The chapter highlights the main differences with art. 38 CRC: the higher age for forced recruitment and compulsory participation in hostilities; stricter rules on voluntary recruitment; and the attention paid to forced recruitment and use in hostilities by armed groups. It also pays attention to the OPAC provisions on prevention and rehabilitation, and critically reflects on inconsistencies of age demarcations and on how child soldiers are portrayed in international law and policy.
