"Host state responsibility" [2019] ELECD 2928; in Linder, Barbara (ed), "Human Rights, Export Credits and Development Cooperation" (Edward Elgar Publishing, 2019) 103

Book Title: Human Rights, Export Credits and Development Cooperation

Editor(s): Linder, Barbara

Publisher: Edward Elgar Publishing

Section: Chapter 3

Section Title: Host state responsibility

Number of pages: 34

Abstract/Description:

This chapter will analyse the host state’s obligations to respect and protect human rights in the context of projects and programmes supported by foreign development and export credit agencies. For the host state, foreign development and export credit agencies constitute third parties against whose human rights violations it has to protect. Yet, they are part of a complex network of actors and frequently function as intermediaries in the background. The implementing agents are usually companies, NGOs or even the host state itself.
