1. GENERAL COMMENTARY

11.01 The ICSID Administrative and Financial Regulations (hereinafter `Regulations') were
adopted in order to regulate certain aspects of the ICSID Convention and its Arbitra-
tion and Conciliation Rules,2 and govern different aspects of the International Centre
for Settlement of Investment Disputes (`ICSID' or `Centre') as well as some of the
aspects of the arbitral proceedings administered by the Centre. The Regulations were
adopted by the ICSID Administrative Council pursuant to Article 6(1)(a) of the IC-
SID Convention and entered into force on 10 April 2006.3

11.02 The Regulations are organized in eight chapters, addressing the following matters: the
procedures of the Administrative Council, the Annual Meeting of the Administrative
Council and the voting process (Chapter I); the organization of the ICSID Secretariat
(Chapter II); financial aspects of the Centre and individual cases (Chapter III); the
general functions of the Secretariat (Chapter IV); the role of the Secretariat during the
proceedings (Chapter V); special provisions regarding the proceedings, such as sup-
porting documents and time limits (Chapter VI); the issue of immunities and privileges
