REGULATION 1 ­ DATE AND PLACE OF THE ANNUAL MEETING

(1) The Annual Meeting of the Administrative Council shall take place in conjunc-
tion with the Annual Meeting of the Board of Governors of the International
Bank for Reconstruction and Development (hereinafter referred to as the
`Bank'), unless the Council specifies otherwise.
(2) The Secretary-General shall coordinate the arrangements for the Annual Meet-
ing of the Administrative Council with the appropriate officers of the Bank.



1. COMMENTARY

The ICSID Administrative Council is composed of one representative of each Con- 12.01
tracting State.2 Unless decided otherwise, each governor of the World Bank appointed
by a Contracting State acts ex officio as its representative on the Council.3

The Administrative Council holds an Annual Meeting, normally in conjunction with 12.02
the Annual Meeting of the Board of Governors of the World Bank. Such schedule
was adopted for `administrative expediency and economy' concerns as the individuals
attending both meetings would overlap significantly and this would permit them to at-
tend both meetings without the need for more complicated scheduling.4
