Abstract/Description:
Parties to the UNECE Convention on the Protection of Transboundary Watercourses and International Lakes adopted a Mechanism to support implementation and compliance and created an Implementation Committee. The new mechanism provided for an advisory procedure to address difficulties in implementing the Convention. It also provided for dealing with the submission by a Party that concluded that it was unable to comply fully with the Convention or by a Party that was or could be affected by another Party’s difficulties in implementing the Convention. A third possibility was the submission of a specific issue by the Meeting of the Parties. The Committee was authorized to: provide advice and facilitate assistance to individual Parties; request and assist the Party concerned to develop an action plan to facilitate implementation of the Convention; and invite the Party concerned to submit progress reports to the Committee on the efforts that it is making to comply with its obligations.
