(1)  The Tribunal may exercise the jurisdiction conferred on it by a referring Act to hear and decide a review of a decision if a person has applied under section 21(4) to the Tribunal for a review of the decision.

(2)  In exercising the jurisdiction conferred on the Tribunal by a referring Act to hear and decide a review of a decision, the Tribunal may exercise the powers, and perform the functions, conferred on the Tribunal by this Act or the referring Act.
