After section 6 of the Principal Act insert —
In making a decision under this Act, a person or body must give paramount consideration to the safety and protection of the community.
(1) On the making, confirmation or renewal
of a
supervision order or a detention order under this Act or a determination under
section 78(3)(a) or (b) of a condition on a supervision order, the court
must make a sex offender registration order under the
Sex Offenders Registration Act 2004 in respect of the offender if the
offender is not already subject to that Act.
(2) A sex offender registration order under the Sex Offenders Registration Act 2004 made in the circumstances referred to in subsection (1) must be for a period of not less than 15 years.
